Basic Needs Ministry, a public charity, started and operates the Cleveland Library as a community educational support program. The library is currently guided by Basic Needs' board.

Ronald Lee Still - 2003-

Director Ronald Still was employed by the State of North Carolina since 1989 and has served both the state and the U.S. Environmental Protection Agency as a social research assistant and library technical assistant.  He volunteered in community and school libraries starting in 6th grade. Ron and his wife donated a photography and a dog section to the Zelienople Library, Zelienople, PA, where he is a life-time member. He grew up with community libraries and was on a reading binge, reading 15 or more books per week for over 400 weeks.
