What is a teacher's collection card:

A teacher’s collection card gives a teacher access to a selection of 35 books, which may include up to five movies, music CDs, or audio books for one month to supplement their school library materials and resources.

Teachers at any school may apply for teacher collection privileges by completing the Cleveland Library Teacher Card application and paying the basic $35 annual membership fee.

A Cleveland Library card is required to check out materials or to use library computers or printers in the library.

Annual Membership

Rather than incorporate and tax your home/real estate, which has been the policy by the towns to fund each of the other libraries in Johnston County, Cleveland Library is not in an incorporated area and does not receive tax dollars, but has a flat $35 annual fee for a teacher membership. Like taxes, it is non-refundable.

Gift Memberships

Donations may be made to the library and marked towards gift memberships for teachers, the unemployed, or low income residents.

To apply for your Cleveland Library Teacher Card, you must do one of the following:

  • Present a photo ID with your current address - state license or ID card and school teacher ID.
  • Present a photo ID and an item that verifies the current address (bill, lease, bank statement, etc.) and school teacher ID.

Please note that:

  • Initial cards are free of charge.
  • The replacement charge for lost cards is $2.

Do you need a PIN?

Your Personal Identification Number (PIN) is a number of your choice attached to your library account. In the future, your PIN will allow you to take advantage of these Internet based library services:

  • Check out and download e-Book and audiobooks.
  • Renew your books from home by telephone or Internet.
  • Request that books be held for you at your local branch.
  • Search a variety of databases.

You will be able to choose your PIN, when the library is running professional library catalog software on the Internet and has it loaded. In the meantime, your participating county libraries may issue you a PIN to access NCLive Internet databases and E-books.

How many items may be checked out:

Thirty-five items. Once the limit of thirty-five items is reached, no further items may be borrowed until some items are returned. Restrictions do apply. Multiple copies of certain book titles are available for classroom use.

How are books selected:

Books may be selected by Children's staff. Selection will be influenced by library holdings, patron needs, staff availability – OR – teachers may select their own books; check with Children's staff for further details.

What are the loan restrictions:

Teachers will be limited to one collection of up to 35 books per month, with no renewals. Teacher collections may include up to five movies, music CDs, or audio books videos so long as the material is used as part of instruction. There is no renewal permitted and may not include books from other libraries.

How to replace a lost or damaged card:

Bring the ID required for a new card and pay a $2 replacement fee. You are responsible for all items borrowed on your library card. Please report a lost, missing, or stolen card to the library immediately.

How to borrow materials without your card:

Present the ID required to get your card. Library staff can locate your record using the computer and complete the checkout transaction.

Can everything be checked out on loan?

No. Some rare, expensive, reference, or training materials may be restricted for use only in the library.

Where can materials be returned:

Materials may only be returned to the Cleveland Library service desk during normal business hours. No item may be returned to another library system or left in the parking lot.

When can materials be returned?

Monday 1 p.m.-9 p.m. or Wednesdays, Thursdays, Saturdays 9 a.m.-5 p.m.

What is the loan period:

Once your card is issued, items available for classroom loan may be checked out for a one-month period.

What are the fines/late fees:

Fines/late fees are $.10 per day per item. Cleveland Library accepts MasterCard and VISA.

Can Cleveland materials be renewed:

Cleveland Library teacher's collections may not be renewed.

What is the teacher's responsibility: Requests for collections must be made at least one week in advance of pick-up. The teacher should call the library one week before the due date if he/she wants another collection when the previous one is returned. Teachers are responsible for prompt return of all books borrowed. Payment is required for all lost or damaged books. Teachers are subject to all normal library overdue procedures including the use of a collection agency when appropriate.

What is the cost of a lost item:

The cost for lost or destroyed material is the full replacement cost, plus the $15.00 shipping, handling, and processing fee. When an uncataloged item is lost, the replacement charge will be the average budgeted book cost in Wake and Johnston counties of $35.00, plus the $15.00 shipping, handling, and processing fee.

What if the late fee or lost item fee is not paid promptly:

When fees are outstanding, the library account will be suspended, until the fee is paid. If the fees are not paid in 90 days, the card user will be turned over to the Library Materials Recovery Program.

What is the Library Materials Recovery Program:

Cleveland Library will contact Unique Management Services, Inc. to help get seriously overdue materials returned so that other customers may borrow them. The library is committed to providing materials that meet patron needs. Our early patrons voted to limit the adult collection to one of each title, in order to get more titles in a small area. Non-returned books, videos, CDs, and other materials are not available for other patrons to use or check out and replacing lost materials is costly. To protect community assets, the library must make every effort to recover lost materials.

What are the North Carolina statutory charges for late and missing books owed to a public library?

Unpaid book fines under $50 are considered a misdemeanor. Fines over $50 will be considered a felony.

What are the limitations on borrowing priviledges:

Collections may be denied to anyone abusing loan privileges as stated in this policy.

Are pin numbers or passwords required:

No pin numbers or passwords are required to use your basic library services, Internet site or catalog, however, you will be issued a password to access a computer in the lab, after giving your library card to the person working the Service Desk.

Are library cards required to use the computers:

Yes. You will give your library card to the person in charge, when you want to use a computer and it will be returned when you shut down the computer, are ready to leave, and after you have paid any printing fees.

Do I need a password to use the computers?

Yes. It will be available from the person in charge, after you present your library card.

May I use your printer?

Yes. The library has black and white one-side laser printing for $.10 a page. Duplex printing is $.10 a side. Printing costs must be paid, when the job comes out of the printer. A commercial copier is available at $.10 a page. It also has a commercial printer available for copies, which accepts cash only.

Do you accept anything other than cash for payment of fees?

Yes. The library accepts Mastercard and VISA, both credit and debit cards that can be used without pin codes, and personal checks, with a current state driver's license or state photo identification card, except for copier fees.
